About this classification

What does a C-61 Limited Specialty contractor do?

A C-61 Limited Specialty Contractor performs specialty work for which the applicant is qualified that falls outside any of the defined specialty (C) classifications. Each C-61 license is confined to a specific field, a D-subclassification, that the CSLB Registrar endorses.

Under the California Code of Regulations (Title 16, §832.61), the C-61 covers specialty contracting "for which an applicant is qualified other than any of the specialty…classifications listed and defined in this article." Rather than one broad scope, the C-61 is a family of narrow D-subclassifications, each limited to a single field of work. Other specialty contractors may perform C-61 work when it is consistent with their own classification.

Important notes

  • C-61 applicants do not take a trade exam. Each license is still confined to the specific D-subclassification the Registrar endorses, and there are 29 active D-codes.
  • If your trade fits a defined C classification, you must apply for that classification, the C-61 is only for work that falls outside every defined specialty.
  • Some former D-codes were absorbed into newer, standalone C classifications over the years as those trades grew; CSLB does not publish a single consolidated history of which D-codes were retired or when.
  • California requires a license for any specialty contract over $1,000 (labor and materials combined), and workers' compensation coverage is required once you have employees; sole owners with no employees may file an exemption (BPC §7125(b)).

C-61 is the exception to CSLB's normal two-part exam process. C-61 applicants take the Law & Business exam only; CSLB does not require a C-61 trade exam.

How to Get Your C-61 Limited Specialty License

Step 1

Qualify

18+ is CSLB's normal applicant path. A minor may qualify only after a court appoints a guardian (BPC §7065.5). You also need a valid SSN/ITIN and 4 full-time-equivalent years of journey-level your specific limited-specialty trade experience within the past 10 years; CSLB prorates part-time work. Up to 3 years may be substituted with approved education or apprenticeship.

Study & Prepare

Prepare for the Law & Business exam. C-61 applicants do not take a trade exam.

If your trade matches a defined C classification, you must apply for that classification, the C-61 is only for specialty work that falls outside every defined C class. For example, electrical work is C-10 and landscaping is C-27, so neither uses the C-61. The C-61 covers narrow trades like awnings, window coverings, or pool maintenance that have no standalone C class.
There are 29 active D-subclassifications, including D-3 Awnings, D-4 Central Vacuum, D-6 Concrete-Related Services, D-12 Synthetic Products, D-16 Hardware/Locks/Safes, D-21 Machinery & Pumps, D-28 Doors/Gates/Activating Devices, D-30 Pile Driving, D-34 Prefabricated Equipment, D-35 Pool & Spa Maintenance, D-38 Sand & Water Blasting, D-39 Scaffolding, D-41 Siding & Decking, D-50 Suspended Ceilings, D-52 Window Coverings, D-63 Construction Clean-up, and D-65 Weatherization, among others.
Over the years, some D-codes were absorbed into newer, standalone C classifications as those trades grew large enough to warrant their own license. The C-61 still holds the trades that have not been promoted to a standalone C class (check with CSLB for the current status of any specific D-code), since some (like D-49) remain active and separate from a similarly-named C classification.
