About this classification

What does a C-4 Boiler, Hot Water Heating & Steam Fitting contractor do?

A C-4 Boiler, Hot Water Heating and Steam Fitting Contractor installs and services power boilers, hot-water (hydronic) heating, and steam fitting, including fire-tube and water-tube steel power boilers, low-pressure hot-water boilers, the piping, valves, gauges, pumps, and radiators that serve them, fuel-oil tanks and lines, flues, and heat insulation. (Per California Code of Regulations, Title 16, §832.04.)

The C-4 is a water-and-steam heating license, and most of its work is commercial and industrial. California requires a C-4 contractor for hydronic radiant heating, steam systems, and boiler installation and replacement. The scope also includes solar heating equipment. The key contrast: the C-4 covers water-based and steam heating, while forced warm-air heating belongs to the C-20.

C-4 Boiler, Hot Water Heating & Steam Fitting license FAQ

Plan on 2–4 months from application to license-in-hand. That covers CSLB processing (typically 2–4 weeks), scheduling and passing both exams, and posting your $25,000 bond. With CSLS exam prep, most students are exam-ready in 4–6 weeks.
4 full-time-equivalent years of journey-level boiler, hot-water heating, and steam fitting experience within the past 10 years; CSLB prorates part-time work. Qualifying work may be as a journeyperson, foreperson, supervising employee, contractor, or owner-builder. Up to 3 years can be satisfied with approved apprenticeship or technical training. Because much C-4 work is commercial and industrial, document the boiler and steam systems you've worked on.
The C-4 covers water-based and steam heating: boilers, hydronic (hot-water) radiant systems, and steam fitting. The C-20 (HVAC) covers forced warm-air heating, furnaces, ducts, and air conditioning. If your work moves heat through water or steam, that's C-4; if it moves heat through warm air and ductwork, that's C-20. Buildings with both hydronic heat and forced-air cooling may need both licenses on the job.
Yes. Hydronic radiant heating, including in-floor systems that circulate hot water, falls within the C-4 scope, along with the boilers, pumps, piping, and controls that serve them. Radiant heating is a premium niche in both high-end residential and commercial work.
Budget about $885 minimum before exam prep: $450 for the application (both exams), $200 for initial license issuance, roughly $150 for your first year of $25,000 bond premium, and about $85 for fingerprinting. The bond is a premium, not cash you tie up.
The C-4 trade exam is computer-based and covers boiler types and operation, hydronic heating, steam systems, piping and fitting, pumps and controls, and system safety. You need the current version-specific CSLB passing score to pass. With CSLS exam prep, 99% of students pass on their first attempt, backed by our 100% Money-Back Guarantee.
Yes. Solar heating equipment is explicitly included in the C-4 scope. A C-4 contractor can install solar thermal systems that feed boilers or hydronic heating loops, alongside the rest of the water-and-steam heating work the license covers.
CSLB evaluates reciprocity case-by-case (BPC §7065.4) and may waive the trade exam if your out-of-state license has been in good standing for the past five years; CSLB names no fixed list of reciprocal states. If you hold an equivalent active license in one of those states, your C-4 trade exam may be waived, but you still must pass the California Law and Business exam and meet all other licensing requirements.
